Shoreline Management Plans

A Shoreline Management Plan (SMP) provides a large-scale assessment of coastal evolution and presents a policy framework which determines how the shoreline will be managed, i.e. which sections of the coast are to be protected. It projects the short, medium and long-term effects of the policy, indicating which areas are likely to be at risk of coastal erosion and coastal flooding.

Two SMPs affect North Norfolk's coastline, Sub cell 3a (to the West of Kelling Hard) and Sub cell 3b (to the east of Kelling Hard).

The SMP for Sub cell 3a (Hunstanton to Kelling Hard) is currently being reviewed, led by the Environment Agency. Further information about this review will be added to this site as soon as it is available.

The SMP for Sub cell 3b (Kelling to Lowestoft Ness) has been reviewed in partnership with Great Yarmouth Borough Council, Waveney District Council and the Environment Agency. The partners involved in this project are all members of the Anglian Coastal Authorities Group (ACAG). A revised Plan has been prepared by North Norfolk District Council, that sets out conditions for the acceptance of the SMP. Full adoption will only take place when the conditions have been met. In summary they are that Government puts in place acceptable measures, including financial support, to mitigate the effects of coastal change and makes it a requirement for a wider economic analysis to be undertaken on those frontages where it is proposed that the defence policy is to change from Hold the Line. Meanwhile the Council will continue to implement the 1996 policies so far as it is able until acceptable adaptation measures have been put in place.
