Council Tax Discounts

When the District Council set the full amount of Council Tax for the year, we assume that at least two adults live in the property. You can get a 25% discount if you are the only adult living in the property.

You can now apply for the single resident discount online.

If a property is no-one's main home then there may be a discount of 10%. This can apply to empty properties and second homes. Some people are not counted when deciding how many adults are living in a property.

These are:

  • A person who is 18 but still entitled to child benefit
  • A severely mentally handicapped person
  • A person whose only or main home is in a hostel, hospital or nursing home where they receive care.
  • A person in detention by order of a court.
  • Members of religious communities who have no income of their own.
  • Members of international headquarters or defence organisations and their dependants. (Dependants who are UK citizens are not exempt).
  • A person living in a property who is employed for 24 hours or more a week as a volunteer care worker by a charity or similar institution and receives remuneration of no more than £36 per week.
  • A person who lives in the same property as another person to whom they provide care for at least 35 hours a week on average. (This does not apply to a spouse or a parent caring for a child under the age of 18).
  • A student, including nurses on project 2000 (except students on a classroom based teacher training course).
  • A student nurse - if registration is under section 10 of the Nurses, Midwives & Health Visitors Act 1979 (Parts 1-6 or 8).
  • An apprentice - on a wage of less than £195 per week.
  • A person employed on a Youth Training Scheme.
  • A school leaver under the age of 20, who leaves school between 30th April and 1st November.
  • A foreign language student who is registered at the Central Bureau for Educational Visits and Exchanges.
  • Residents of hostels or night shelters.

To apply for one of these discounts you should request the appropriate form from the Council - you can request a form from us online, by telephone (01263 516071) or by mail or in person (Council Tax Section, North Norfolk District Council, Council Offices, Holt Road, Cromer, Norfolk, NR27 9EN)

Here are some examples:

Four full-time students share a house with someone who is working. The Council Tax bill is reduced by 25 % (a quarter).

A single parent has two grown-up children, one of 19 at college and one of 25 but who is severely mentally-impaired. The bill is reduced by 25% (a quarter).

Keep us informed

Please note that you must tell North Norfolk District Council within 21 days of any change of circumstances that affect your right to the discount. For example, if you are living alone you must tell the Council if another adult moves in with you.

If you do not tell the Council you could be charged a penalty of up to £200.
