Litter lout pays the penalty
North Norfolk District Council (NNDC) and Norwich Magistrates Court have sent out a further clear message this month to anyone tempted to drop litter: we will prosecute and the sentence could be tough. A successful case was brought by the Council against Mr. Graham Laverick of Dereham on 5 January 2012 for littering. This case follows three successful prosecutions by the Council in November 2011 against people dropping litter and allowing dog fouling.
When spotted discarding a cigarette butt in Station Road, Wells-next-the-Sea, Mr. Laverick refused to accept a Fixed Penalty Notice from a Council officer. As a result he was then prosecuted for the offence. Mr. Laverick did not attend court and was found guilty in his absence. He was fined £100 with £195.50 costs and £15 victim surcharge.
NNDC Cabinet member for Legal Services, Cllr. Trevor Ivory, said, “We all take great pride in North Norfolk's attractiveness, which is why so many people enjoy living here and visiting us. Littering not only blights our communities for residents but can also affect tourism if it is allowed to get out of control and so the District Council is committed to using its powers to take action against those who do not respect the beauty of North Norfolk. I hope that this successful prosecution serves as a clear warning of our zero tolerance approach - littering will not be tolerated under any circumstances."
Notes:
• The case was brought as a result of the very successful and high profile foot and bicycle patrols undertaken by NNDC’s Environmental Protection Team during 2011.
• In 2011 council officers making the regular patrols issued 42 Fixed Penalty Notices for littering and dog fouling, resulting in fines totalling £1860. This money, which is collected directly by the District Council, will be used to fund additional education and enforcement activities to further reduce littering and dog fouling across the district.
• The fines imposed by the courts in these recent cases will pass to central government.
