Helping those in need to keep warm and well
North Norfolk District Council (NNDC) is co-ordinating the distribution of Winter Warmth packs to help vulnerable people in the District keep warm during the cold winter weather. The number of packs available is limited to 1000 and they are being distributed to the intended recipients by the Council and by health and voluntary sector organisations.
In North Norfolk 18.8% more people die in winter than would be expected at other times of the year. Excess winter deaths are largely preventable if people wear warm clothing and keep active, and their homes are adequately heated, insulated and ventilated. So NNDC has worked with other statutory organisations across Norfolk to secure funding of over £320,000 from the Department of Health to offer those residents more likely to be affected by the cold weather a range of products and services to help keep them warm and well this winter – their Winter Warmth pack.
The beneficiaries of the packs are vulnerable people whose health is more likely to be affected by living in a cold home. NNDC is particularly focussing on older people who have additional needs such as a disability, a pre-existing medical condition, are on a low income or who live in a poorly heated or insulated home.
The Winter Warmth pack contains a range of products, including gloves, socks, blanket and a hat that will help keep vulnerable residents warmer in the cold weather. The pack also contains a room thermometer to help residents check that their homes are at the recommended temperature of between 18-21°C (64-70°F). Regular movement helps to keep blood circulating, which is important in maintaining body temperature, so a chair-based exercise DVD is also provided. The pack also provides useful information on obtaining free low level insulation, and about the availability of a portable heater loan scheme, supplies of emergency heating oil and a domestic oil purchase-loan scheme.
Cabinet Member for Health and Wellbeing, Angie Fitch-Tillett, said, “North Norfolk District Council is delighted to have been able to take a leading role in obtaining this funding. We know that the range of products available will help to make a real difference to the wellbeing of vulnerable residents in the District over the rest of this winter and, of course, for winters in the future.”
