CDL 005b	Preserving the Special Character of Conservation Areas - Character Appraisals		The target for the programme of Conservation Area appraisals was narrowly missed (23.46% being achieved by March 2010 against a target of 25%) because resources were diverted to dealing with a Conservation Area proposal for the former RAF Coltishall site, where an appraisal had to be undertaken urgently because the Ministry of Justice was preparing the remainder of the site for sale.
