Hazardous Household Waste

Unfortunately North Norfolk District Council does not have the necessary licence to dispose of all types of hazardous waste. The limited amount we can handle consists of certain types of household waste only; no industrial or commercial waste can be collected.

The purpose of the Special Waste Regulations 1996 is to control the movements of the most dangerous wastes. They also implement the EC Hazardous Waste Directive, which introduced a new definition of Special Waste. These are essentially the same properties, which qualify a chemical as "dangerous" under the Packaging Regulations. It is therefore vitally important that materials should be kept in the original packaging, if possible, and all information on packaging read, and transferred to any new container.

For the above purposes, household waste does not include:

Asbestos

Unfortunately North Norfolk District Council does not have the necessary licence to dispose of asbestos waste and asbestos cannot be disposed of at any of the Norfolk County Council Household Waste Recycling Centres due to license restrictions. However householders can dispose of it in the following ways:

1. Use a licensed collection contractor, these can be found in the Yellow Pages under Waste Disposal. You must inform them that you wish to dispose of special waste. The charge they make will reflect the cost of disposal of hazardous waste and cover the necessary documentation.

2. Take it to a licensed site for disposal. Thetford Transfer Station and Costessey Transfer Station are the recommended sites.

• Norfolk County Council will reimburse householders for disposal of a reasonable amount of DIY asbestos (250kg or 1/4 tonne); however this is limited to 1 visit per year.
• If there is more to dispose of within this time period or over 1/4 tonne in one visit, the householder will be expected to cover additional disposal costs themselves.
• To claim for 1 disposal please keep your receipt from the weighbridge and send it with a covering letter to: Waste Management, Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2SG. Contact NCC on 0844 800 8008 or visit http://www.norfolk.gov.uk/ for more details.
• This scheme is only available to asbestos from your own household and not to trade. Costs will only be reimbursed if asbestos is taken to Thetford Transfer Station or Costessey Tansfer Station by the householder.

Advice to Householders

• Keep asbestos waste separate from other waste and use a licensed contractor to dispose of the waste.
• To dispose of small quantities of asbestos waste, dampen it to stop dust escaping, and then seal it in a strong plastic bag.
• Large asbestos-cement sheets should not be broken up and need not be sealed in bags. Don't cause asbestos dust.
• Don't breathe asbestos dust. Asbestos materials used in buildings are not necessarily harmful, but breathing asbestos dust is dangerous. A few simple precautions will help reduce the risk. Check that the materials are in good condition and not worn or damaged. Look for any sign of dust released by the materials. Do not disturb asbestos materials unless you have to. Asbestos materials in good condition may be left in place. You can paint them to prevent any dust from escaping. Use emulsion paint for insulation board. But use an alkaline-resistant primer or coating for asbestos-cement. DO NOT RUB DOWN ASBESTOS MATERIAL BEFORE PAINTING.

Try To Use Hazardous Household Waste Before Disposal

Before disposing of the Hazardous Household Waste you should decide if it can not be used up, recycled or disposed of in another way as the service is expensive, and time consuming. Could paint be used on the inside of your garage door, or pesticides diluted down to make them ineffective and put on an obsolete part of your garden? Some waste may also be able to be flushed down a drain, but you should read all instructions on the container before doing this.

• Non Liquid Hazardous Household waste can generally be put in the wheeled bin for disposal.
• Anything that is not household waste must be dealt with privately
• Paint can be taken to Hempton Recycling Centre (this is the only one within North Norfolk)
• County Council hold amnesty days for hazardous waste at recycling centres
