What is Civil Parking Enforcement?

Background

The Road Traffic Act 1991 introduced the concept of Local Authorities undertaking enforcement of on-street parking management schemes. In effect, this meant, where previously traffic wardens employed by police undertook the enforcement, this role was then undertaken by the Local Authority.  The Traffic Management Act 2004 expanded the range of contraventions that can be managed in this way.


On-street parking enforcement

On-street parking enforcement in Norfolk transferred from the police to Norfolk County Council (as highway authority) on 7 November 2011.  Enforcement is overseen by the Norfolk Parking Partnership Joint Committee.

In North Norfolk enforcement of on-street parking restrictions, including yellow lines and time-limited spaces, is now carried out by Civil Enforcement Officers through the Norfolk Parking Partnership.

Off-street parking enforcement

Off-street parking enforcement in car parks enforced by the District Council will now be covered by Civil Parking Enforcement (CPE) legislation.

In the past anyone in contravention of the car parking orders would have received a Standard Charge Notice.  Under CPE this is called a Penalty Charge Notice and contains all the information regarding the contravention, along with the contact details, in order to make payment or appeal.

The Civil Enforcement Officers working on and off street in North Norfolk are employed by the Borough Council of King’s Lynn & West Norfolk.  The borough council will also process Penalty Charge Notice payments for both on and off street contraventions and handle challenges and appeals.
