Tier 4 Local COVID Alert Level and National Lockdown Funding

Additional financial support will be made available to businesses that have been forced to close under Tier 4 restrictions and the latest National Lockdown restrictions.

Tier 4 payment have now been made. If you are eligible for this payment but have not received it, please contact us at covid19.grants@north-norfolk.gov.uk.

Top-Up Grants for Retail, Hospitality and Leisure businesses

The Government have announced one-off top-up grants for retail, hospitality, and leisure businesses worth up to £9,000 per property to assist businesses through to the Spring.

In this scheme, an eligible business will receive the following amounts of funding as a one-off top up grant.

Rateable Value Grant Top-up amount
£15,000 and under £4000.00
£15,001 to £50,999 £6000.00
£51,000 and over £9000.00

To be eligible for this top-up grant you must have been eligible for the Local Restriction Scheme Grant payment for the national lockdown period from 5 January 2021.

These payments will be made to all eligible business as soon as the funding is received from the government. You do not need to re-apply for this grant. If eligible, the grant will be paid automatically using the original application form's details.

Tier 2 Local COVID Alert Level Funding (LCAL 2)

The first 17 days (2 December 2020 to 18 December 2020) of Tier 2 payments have now been made.  The remaining 7 days (19 December 2020 to 25 December 2020) of Tier 2 will be automatically paid to all eligible business as soon as the funding is received from the government.

To be able to receive funding from the Tier 2 restrictions scheme, it is a requirement to have applied for and be entitled to the LRSG grant for the period 5 November to 1 December 2020. Details of how to apply for the LRSG Grant and eligibility are shown below.

(i) Local Restrictions Support Grant (Open) - Available for some businesses that are legally allowed to remain open and continue trading under the localised lockdown that came into force on the 2 December 2020 (Tier 2) but is significantly impacted by the restrictions in place.

To qualify for this funding, the person receiving the grant must be the business rate payer for the premises affected and operate in the following business sectors:

  • Public houses, bars and wine bars
  • Café and restaurants
  • Hotels and bed & breakfast and Self-Catering Holiday Lets
  • Cinemas and entertainment venues, including public halls
  • Tourist attractions

If you have already applied for LRSG grant for the period 5 November to 1 December 2020 you do not need to apply for the Local Restrictions Support Grant (Open) as if you qualify, this will be paid to you automatically based on the information supplied in your Local Restrictions Support Grant application.

Eligible business in this scheme will receive the following amounts of funding for a 14 day period:

£15,001 to £50,999 £700.00
£51,000 and over £1050.00

Any grant awarded will be in proportion to the period in which the LCAL2 restrictions apply should restrictions apply for a period of less or more than 14 days.

(ii) Local Restrictions Support Grant (Closed) - Available for some pubs unable to open due to localised lockdown restrictions (Tier 2) because they are predominantly wet pubs that do not serve substantial meals

You do not need to apply for the Local Restrictions Support Grant (Closed) or the one-off Wet Led Pubs Grant. Instead, you will be contacted directly by us with a questionnaire, and we will then make payment based on the information supplied and from your Local Restrictions Support Grant application. If you have not received a questionnaire, please contact us at covid19.grants@north-norfolk.gov.uk.

Eligible business in this scheme will receive the following amounts of funding for a 14 day period:

Rateable Value Grant per 14 days of Tier 2
£15,000 and under £667.00
£15,001 to £50,999 £1000.00
£51,000 and over £1500.00

Any grant awarded will be in proportion to the period in which the LCAL2 restrictions apply should restrictions apply for a period of less or more than 14 days.

Christmas Support Payment for wet led pubs

The Government announced on the 1 December 2020 that wet led pubs in areas under Tier 2 and 3 restrictions would receive an additional £1,000 grant for the month of December in addition to funding provided under the Local Restriction Support Grants.

The Government has now clarified that to qualify pubs must derive less than 50% of their income from food sales.

This scheme closes to applications on the 31 January 2021.

Local Restrictions Support Grant - National lockdown from 5 November 2020 to 2 December 2020

The Local Restrictions Support Grant supports businesses that were open as usual, providing services in person to customers from their business premises, but which are then required to close due to local lockdown restrictions.

This support is for businesses that receive a business rates bill for their premises, who were open and trading on the 4 November 2020, and who have been legally forced to close their business due to the new Government lockdown restrictions announced on the 31 October 2020 that come into force on the 5 November 2020.

Pubs, restaurants and cafes not able to admit customers but which are offering takeaway, click and collect or delivery services will be treated as closed for the purposes of this grant and so will qualify.

Properties whose normal main business element trades as a takeaway, with no or minimal in venue seating and, could continue to provide their takeaway service during the national lockdown from 5 November 2020 to 2 December 2020 will not be eligible for this grant. 

The amount of grant funding available will depend on the rateable value of the property and is as follows:

a.  Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the widespread national restrictions will receive a payment of £1,334 per 28-day qualifying restriction period.

b.  Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the widespread national restrictions will receive a payment of £2,000 per 28-day qualifying restriction period.

c.  Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the widespread national restrictions, will receive £3,000 per 28-day qualifying restriction period.

Businesses will need to apply online via our application form to confirm their eligibility and bank details. All eligible business have now been sent an email or letter with guidance on how to claim via the web form. If you have not received an email or letter and you believe your business is eligible, and is on the government list of business that have been legally forced to close, please contact us at .
