Restart Grants for Small Business

On Wednesday, 3 March, the government announced that they would provide local authorities with funding to issue restart grants to small business with effect from 1 April 2021. Guidance on this scheme’s eligibility was received on 17 March 2021 from central government, and we have worked through this to identify all eligible business.

We expect to receive the funding in the coming days and will process payments as soon as possible. Confirmation emails will be sent once payments are made. Please do not contact us for updates, as this will lead to delays.

To be eligible for this funding, your business must be providing an in-person service to visiting members of the public and trade from a business rated premises that falls into one of the following sectors:

  • non-essential retail
  • hospitality
  • accommodation
  • leisure
  • personal care and gyms

This funding excludes:

  • kiosks
  • businesses whose main service is a takeaway
  • beach huts
  • telescope sites

This guidance document contains a full list of exclusions in sections 30, 33, 36, 39, 42, 45 and 46 to 49.

Your business must also have been trading on 1 April 2021.

Some trading indicators that can help assess what can be defined as trading are as follows. The business:

  • has staff on furlough.
  • continues to trade online, via click and collect services etc.
  • is not in liquidation, dissolved, struck off or subject to a striking of notice or under notice.
  • engaged in business activity, managing accounts, preparing for reopening, planning, and implementing COVID-safe measures.

You do not need to reapply for this funding.

If you have already successfully applied for previous grants since November 2020 and your business is eligible. Funding will be paid to you automatically using the details provided on your original application form.

If you have not completed an application form for the grants available since November 2020, please complete the online application form.

Local Restrictions Support Grant - National lockdown from 16 February 2021 to 31 March 2021

Additional financial support has been made available for the extension to the National Lockdown restrictions that came in to effect on the 5 January 2021. North Norfolk District Council has now received guidance on this funding and payments will be made to all existing eligible business on the 26 February 2021.

You do not need to reapply for this funding, if you have already successfully applied for previous grants since November 2020, this funding will be paid to you automatically using the details provided on your original application form.

If you have not completed an application form for the grants available since November 2020, please complete the online application form.

This support is for businesses that receive a business rates bill for their premises, and who were legally forced to close their business due to the Government lockdown restrictions that came into effect on the 5 January 2021 and is a 44 day extension payment for the period 16 February 2021 to 31 March 2021.

  • The amount of grant funding available will depend on the rateable value of the property and is as follows:Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the widespread national restrictions will receive a payment of £2,096 for a 44 day period.
  • Businesses occupying premises appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the widespread national restrictions will receive a payment of £3,143 for a 44 day period.
  • Businesses occupying premises appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the widespread national restrictions, will receive £4,714 for a 44 day period.

Local Restrictions Support Grant - National lockdown from 5 January 2021 to 15 February 2021

Payment for this period have now been made to all eligible business provided they have completed the application form.

This support is for businesses that receive a business rates bill for their premises, and who were legally forced to close their business due to the new Government lockdown restrictions for the period 5 January 2021 to 15 February 2021 (42 day period).

The amount of grant funding available will depend on the rateable value of the property and is as follows:

  • Businesses occupying premises appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the widespread national restrictions will receive a payment of £2,001 for a 42 day period.
  • Businesses occupying premises  appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the widespread national restrictions will receive a payment of £3,000 for a 42 day period.
  • Businesses occupying premises appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the widespread national restrictions, will receive £4,500 for a 42 day period.

Tier 4 Local COVID Alert Level and National Lockdown Funding

Additional financial support will be made available to businesses that have been forced to close under Tier 4 restrictions and the latest National Lockdown restrictions.

Top-Up Grants for Retail, Hospitality and Leisure businesses

The Government have announced one-off top-up grants for retail, hospitality, and leisure businesses worth up to £9,000 per property to assist businesses through to the Spring.

In this scheme, an eligible business will receive the following amounts of funding as a one-off top up grant.

Rateable Value Grant Top-up amount
£15,000 and under £4000.00
£15,001 to £50,999 £6000.00
£51,000 and over £9000.00

To be eligible for this top-up grant you must have been eligible for the Local Restriction Scheme Grant payment for the national lockdown period from 5 January 2021.

These payments have now been made to all eligible business. You did not need to reapply for this grant, payment was made automatically using the original LRSG application. If you are eligible for this payment but have not received it, please contact us at covid19.grants@north-norfolk.gov.uk.

Tier 2 Local COVID Alert Level Funding (LCAL 2)

Payments for the first 17 day period of Tier 2 (2 December 2020 to 18 December 2020) have already been made to all eligible business.

Payment of the remaining 7 day period of Tier 2 (19 December 2020 to 25 December 2020) was delayed as we had not received this funding from the government. We have now received this funding, and payments will start to be made to all eligible business on Wednesday 10 February 2021.

To be able to receive funding from the Tier 2 restrictions scheme, it is a requirement to have applied for and be entitled to the LRSG grant for the period 5 November to 1 December 2020. Details of how to apply for the LRSG Grant and eligibility are shown below.

(i) Local Restrictions Support Grant (Open) - Available for some businesses that are legally allowed to remain open and continue trading under the localised lockdown that came into force on the 2 December 2020 (Tier 2) but is significantly impacted by the restrictions in place.

To qualify for this funding, the person receiving the grant must be the business rate payer for the premises affected and operate in the following business sectors:

  • Public houses, bars and wine bars
  • Café and restaurants
  • Hotels and bed & breakfast and Self-Catering Holiday Lets
  • Cinemas and entertainment venues, including public halls
  • Tourist attractions

If you have already applied for LRSG grant for the period 5 November to 1 December 2020 you do not need to apply for the Local Restrictions Support Grant (Open) as if you qualify, this will be paid to you automatically based on the information supplied in your Local Restrictions Support Grant application.

Eligible business in this scheme will receive the following amounts of funding for a 14 day period:

£51,000 and over £1050.00

Any grant awarded will be in proportion to the period in which the LCAL2 restrictions apply should restrictions apply for a period of less or more than 14 days.

(ii) Local Restrictions Support Grant (Closed) - Available for some pubs unable to open due to localised lockdown restrictions (Tier 2) because they are predominantly wet pubs that do not serve substantial meals

You do not need to apply for the Local Restrictions Support Grant (Closed) or the one-off Wet Led Pubs Grant. Instead, you will be contacted directly by us with a questionnaire, and we will then make payment based on the information supplied and from your Local Restrictions Support Grant application. Eligible business in this scheme will receive the following amounts of funding for a 14 day period:

£15,000 and under £667.00
£15,001 to £50,999 £1000.00
£51,000 and over £1500.00

Any grant awarded will be in proportion to the period in which the LCAL2 restrictions apply should restrictions apply for a period of less or more than 14 days.

Christmas Support Payment for wet led pubs

The Government announced on the 1 December 2020 that wet led pubs in areas under Tier 2 and 3 restrictions would receive an additional £1,000 grant for the month of December in addition to funding provided under the Local Restriction Support Grants.

The Government has now clarified that to qualify pubs must derive less than 50% of their income from food sales.

We have contacted all pubs to ask for this information, but if you have not received any communication from us and you believe that you will be eligible, please contact us at covid19.grants@north-norfolk.gov.uk.

This scheme closes on the 28 February 2021.

Local Restrictions Support Grant - National lockdown from 5 November 2020 to 2 December 2020

The Local Restrictions Support Grant supports businesses that were open as usual, providing services in person to customers from their business premises, but which are then required to close due to local lockdown restrictions.

This support is for businesses that receive a business rates bill for their premises, who were open and trading on the 4 November 2020, and who have been legally forced to close their business due to the new Government lockdown restrictions announced on the 31 October 2020 that come into force on the 5 November 2020.

Pubs, restaurants and cafes not able to admit customers but which are offering takeaway, click and collect or delivery services will be treated as closed for the purposes of this grant and so will qualify.

Properties whose normal main business element trades as a takeaway, with no or minimal in venue seating and, could continue to provide their takeaway service during the national lockdown from 5 November 2020 to 2 December 2020 will not be eligible for this grant. 

The amount of grant funding available will depend on the rateable value of the property and is as follows:

a.  Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the widespread national restrictions will receive a payment of £1,334 per 28-day qualifying restriction period.

b.  Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the widespread national restrictions will receive a payment of £2,000 per 28-day qualifying restriction period.

c.  Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the widespread national restrictions, will receive £3,000 per 28-day qualifying restriction period.

Businesses will need to apply online via our application form to confirm their eligibility and bank details. All eligible business has now been sent an email or letter with guidance on how to claim. If you have not received an email or letter and believe your business is eligible and is on the government list of business that have been legally forced to close, please contact us at covid19.grants@north-norfolk.gov.uk.
