Terms and conditions: 24-hour and 3-hour parking permits are issued subject to the Council’s conditions as set out below.

  1. A parking permit may only be used in respect of the vehicle registrations specified on the application form/permit. The parking permit must be displayed on the windscreen so that all parts of the permit are clearly visible. The Council reserves the right to challenge or prosecute anyone using a parking permit without displaying the permit or displaying a valid parking permit.
  2. Individual permits may include up to two vehicle registration numbers. Where a parking permit displays two registration numbers and the permit holder subsequently changes a vehicle, the original permit must be cancelled and recorded as invalid on the Council's system before a replacement permit is issued. The permit holder must then securely dispose of the cancelled permit. A replacement permit will be issued subject to a £10 charge. Where a parking permit is issued with only one registration number, a second registration number may be added. In such cases, the original permit will be cancelled and invalidated, and a new permit issued at a charge of £10
  3. When issued, parking permits become the sole responsibility of the purchaser for safe custody. A replacement may be issued against lost or damaged parking permits on payment of the administration charge of £10.
  4. Applicants may choose to cancel their permit and request a refund. Refunds will be processed once a permit has been cancelled and recorded as invalid on the Council's system. Permit holders must then securely dispose of the cancelled permit. Refunds will be calculated based on the number of complete months remaining at the time the permit is cancelled. The refund value will be calculated by dividing the original cost by the number of months originally purchased and multiplying this figure by the number of whole months remaining. A £10 administration fee will be deducted from the resulting balance. Please allow up to 21 days for any approved refund to be processed.
  5. The Council reserves the right to refuse to issue a parking permit or to withdraw any such permit from the applicant, if it is to be found that the applicant is using the permit for more than one vehicle at the same time or if the permit is being misused in any other way. Photocopies of parking permits are not permitted and will lead to the issue of a Penalty Charge Notice.
  6. Possession of a parking permit does not guarantee the holder a parking space in any of the Council-owned car parks.
  7. The Council reserves the right to close any car park at any time. 24-hour parking permit holders, when parking in a car park not designated for their use, must purchase an appropriate pay-and-display ticket.
  8. New applications for parking permits will only be issued up to 10 working days in advance of the start of the date from which they are valid.
  9. Please allow at least five working days from the application date for the permit to be received through the post.
  10. A short stay parking permit allows parking for a maximum of 3 hours, after which the vehicle must be removed from the car park. An additional stay may be purchased from the pay-and-display machine. Where an additional stay is purchased, the 3 hour period begins from the expiry time of the pay-and-display ticket. Both the parking permit and the pay-and-display ticket must be displayed side by side at all times.
  11. Vehicles using a short stay parking permit must not return to the same car park within 2 hours of leaving. Parking in alternative North Norfolk District Council short stay car parks is permitted during this period.
  12. 24 hour parking permits are not valid for Meadow Road (Cromer), Albert Street (Holt), Staithe Street (Wells-next-the-Sea), Morris Street and Chequers (Sheringham), unless endorsed as such.
  13. When parking in accessible bays reserved for Blue Badge holders, the badge must be displayed alongside the parking permit at all times.
  14. Parking permits enable parking in one parking bay only. Larger vehicles taking additional spaces will require the corresponding number of permits.
  15. Parking permits which appear to be defaced or altered inappropriately are subject to receipt of a Penalty Charge Notice.
  16. All vehicles parked on any North Norfolk District Council car park need to be road legal, with valid MOT, tax and insurance.
  17. Parking permits for The Promenade in Cromer are for accessible bays only and you must display your Blue Badge when parked in those bays.
