North Norfolk District Council is consulting on a proposal to appropriate a small, hard-surfaced area within North Lodge Park, Cromer. The consultation closes at 5pm on Thursday 15 October 2026.

Description

The Council is undertaking a three-week consultation on a proposal to appropriate a small area of land within North Lodge Park, Cromer, for the purpose of providing a small public pay and display car park.

The land is the area of the former hard-surfaced tennis courts and children’s play area situated immediately to the east of the main drive within North Lodge Park, Cromer, shown shaded blue on the plan. It is currently held by the Council for public recreation purposes. Land held for public recreation cannot simply be used for another purpose. The Council must first complete a statutory process known as appropriation, which formally changes the purpose for which the land is held.

About the consultation

The Council is considering whether this area should be appropriated from recreation purposes and used for a small public pay and display car park, with access from Overstrand Road.

The Council is considering this proposal as part of wider proposals intended to support the long-term management, regeneration and improvement of North Lodge Park. The Council considers that the proposal may assist in securing investment in North Lodge Park and increasing visitor use of this important public space, helping to support its future maintenance and enhancement.

As part of the process, the Council is required to advertise the proposal and invite objections and representations before any decision is made.

This consultation relates solely to the proposed appropriation of the land and is separate from any planning process which may be required.

Comments on the consultation are open to individuals, public bodies, and organisations. Any objection or representation should set out the reasons on which it is based.

The consultation is open from Thursday 24 September 2026 and closes at 5pm on Thursday 15 October 2026. Only comments received within this time frame will be considered.

Following the close of the consultation period, all representations received will be considered and a further report will be presented to Cabinet, which will then determine whether the proposed appropriation should proceed.
