Decarbonisation Strategy and Carbon Footprint Report
North Norfolk faces a very real threat from accelerating climate change. As a Council, we recognise the urgent need for action.
Climate emergency
In early 2019, North Norfolk District Council declared a climate emergency, the first district council in Norfolk to do so.
District councils have a crucial role to play in reducing their own organisational emissions, as well as the wider emissions generated from within the districts they serve.
We have set a Net Zero emissions target across all council operations by 2030, 20 years before the Government's target.
Our strategy
Our strategy and action plan was reviewed in 2025 to outline how we propose to achieve our targets and reflect on our progress since the declaration of a climate emergency.
We will continue to work with other public sector and government organisations, as well as residents and businesses, to help reduce their emissions through actions they can take, both big and small.
The Council recognises that a Net Zero future in North Norfolk is a joint effort and we all have a role to play in this vision.
How are we going to achieve this?
The Council believes it is possible to achieve a Net Zero Target by 2030, but we need to act now to decarbonise our activities across our services. Actions include:
- improving the energy efficiency of our buildings
- decarbonising our vehicle fleet and services
- generating renewable energy
- supporting and educating staff to work in more energy-efficient ways
- reducing work-related travel
The Council's Carbon Footprint
Each year, we measure the Council's carbon footprint and report progress towards our targets. This helps us identify the areas of our estate and operations where we can effectively reduce carbon and make the most impact.
