Registrations

The Council is required to maintain a register of persons who are looking to acquire a serviced plot of land on which to construct a self or custom-built home. Self-build or custom housebuilding means the building or completion of houses to be occupied by individuals, associations of individuals, or persons working with or for them. Base periods run from 31 October to 30 October each year.

Demand

Base periods run from 31 October to 30 October each year. The time for compliance with this duty is 3 years, beginning immediately after the end of each base period. This duty only applies to registrations on Part 1 of the register.

In considering whether a proposal qualifies as self-build or custom housebuilding, the Council must be satisfied that the initial owner of the home will have had primary input into its final design and layout, in line with national planning guidance.

Example: If 10 entries by individuals seeking single plots are added to the register between 31 October 2025 and 30 October 2026:

  • these 10 entries create demand for that base period
  • only permissions granted in the three years after 30 October 2026 can count toward meeting this demand

Therefore, the Council must grant enough qualifying development permissions between 31 October 2026 and 30 October 2029 to meet that demand.

Entries on the register may include renewals of existing registrations. These do not create additional demand and are not counted as new entries when calculating the Council's statutory duty to grant sufficient permissions.
