Information for pavement licensing from 1 April 2025

What is a pavement licence?

A pavement licence is a licence granted by the local authority, or deemed to have been granted, which allows the licence-holder to place removable furniture over certain highways next to the premises. The Levelling Up and Regeneration Act 2023 makes permanent the provisions set out in the Business and Planning Act 2020 that streamlined the process to allow businesses to secure these licences quickly. Clear access routes on the highway must be maintained where a pavement licence is granted, considering the needs of all users, including disabled people.

How much does it cost?

A new 2-year licence is £166.20.

A 2-year renewal is £143.64.

What happens once the licence application is submitted?

A 14-day public consultation period starts the day after the application is submitted.

After that, the Council has 14 days to determine whether the pavement licence will be granted.

If the decision is not made by the end of the 14-day Council determination period, the licence is deemed to be granted.

Pavement licences can be enforced, revoked or amended during the time they are in force if the conditions are not met or there are issues to be addressed.

How to apply

  1. Read the guidance notes
  2. Complete the application form:
  1. Email your application form and accompanying documents to licensing@north-norfolk.gov.uk
  2. Pay the fee online or call Customer Services on 01263 513811 during office hours.
  3. Display the site notice on the day you submit your application.

Your application is not acceptable until all required documentation has been submitted, along with the fee. The consultation period starts from the day after we receive your valid application.
