Taxi licences are required for the following:
- taxi drivers
- taxi operators
- vehicles (hackney carriage, private hire, or pedicab)
- horse and cart

New driver application
Before we issue your licence, you will need an interview to discuss the taxi policy and handbook. A member of the licensing team will contact you to book an appointment. Before or during the interview, you must provide all supporting documents for your application (except the DBS). The interview will take approximately one hour. It can be held in-person or online and may be carried out in a small group with other applicants.
If you apply with us for your enhanced DBS, you will need a face to face interview so we can verify your original documents. We encourage all drivers to register for the DBS update service to avoid needing to reapply.

What you need to apply
- a driver application form (PDF) - select new application
- an original DVLA driving licence held for at least 12 months, showing your current address (both sides are required)
- a valid Enhanced Disclosure and Barring Service Certificate (DBS)
- 1 passport style photo
- pay the appropriate fee - you can pay online with your credit or debit card.
- an NNDC medical certificate
- a Group 2 medical report
- two references from people who have known you for at least three years each, including their postal addresses and email addresses
- proof of your right to work in the UK
- a certificate of conduct from applicants who have lived overseas for all or part of their life
- safeguarding certificates for the Passenger Transport introduction to your role and Norfolk County Council safeguarding training
- to pass the NNDC knowledge test
How to apply
- Complete the application form
- Send us your completed application form and other relevant documents to licensing@north-norfolk.gov.uk.
- Please make the subject of the email New driver application
- We will respond to your email with details for your interview appointment, so please include any details about your availability.
Renewal driver application
You should ensure that you renew your licence before its expiry date. Our standard licence is issued for 3 years. If your licence has expired, you must reapply as a new driver.
If you apply with us for your enhanced DBS, you will need a face to face interview so we can verify your original documents. We encourage all drivers to register for the DBS update service to avoid needing to reapply.
What you need to apply
- a driver application form (PDF) - select renewal application
- an original DVLA driving licence held for at least 12 months, showing your current address (both sides are required)
- a valid Enhanced Disclosure and Barring Service Certificate (DBS)
- pay the appropriate fee - you can pay online with your credit or debit card.
- an ongoing medical certificate, or new NNDC medical certificate if expired
- an ongoing medical report, or new Group 2 medical report if expired
- continuing proof of your right to work in the UK
- a certificate of conduct for applicants who have lived overseas for all or part of their life
- a taxi tax check
- a new passport style photo if you wish to update it
Change of name (such as by deed poll or marriage)
Please let us know of any changes to your name or address in writing so the correct information can be shown on your licence. You will only be charged if your badge needs to be redone. View our licensing fees for the current cost.
You will need to include the following information with your letter. We must see original documents:
- for change of name – marriage certificate or other change of name certificate
- for change of address – updated DVLA driving licence
- appropriate fee
Change of home address
Please let us know of any changes to your name or address in writing so the correct information can be shown on your licence. You will only be charged if your badge needs to be redone. View our licensing fees for the current cost.
You will need to include the following information with your letter. We must see original documents:
- DVLA driving licence showing your new address
- appropriate fee
Private hire vehicle application - new or renewal
For a valid application we need all of the following forms and documentation. Incomplete applications will be returned.
- private hire vehicles new or renewal application form (PDF)
- MOT certificate for private hire vehicles if at least 3 years old*
- vehicle registration document (V5)
- current insurance certificate
- vehicle inspection report (passed)
* This is not required if issued with the new receipt style MOT from October 2011. Instead details of the MOT test number or document reference number from the V5C registration certificate are requested on the application form.
Hackney carriage vehicle - new or renewal
For a valid application we need all of the following forms and documentation. Incomplete applications will be returned.
- Hackney carriage vehicles new or renewal application form (PDF)
- MOT certificate for hackney carriage vehicles if at least 1 year old*
- vehicle registration document (V5)
- current insurance certificate
- vehicle inspection report (passed)
* This is not required if issued with the new receipt style MOT from October 2011. Instead details of MOT test number or document reference number from the V5C registration certificate are requested on the application form
Pedicab or Tuk-Tuk - new or renewal
For a valid application we need all of the following forms and documentation. Incomplete applications will be returned.
- Pedicab new or renewal application form (PDF)
- vehicle inspection report (passed)
- registration document (V5)
- current insurance certificate
Private hire or hackney carriage vehicles - variation application
Please complete the variation application form for any of the following changes:
- change from hackney carriage to private hire
- change of registration number, with no change to the vehicle
- change of operator details
The above changes to a vehicle do not require the vehicle to have a vehicle inspection test.
The following changes do require the vehicle to have a vehicle inspection test before we can issue the licence:
- change from private hire to hackney carriage (meter test required only)
- modifications of the vehicle

Hackney carriage or private hire vehicle licences are no longer transferable to new vehicles, a new licence will be required.
You will need to provide the following documents:
- private hire or hackney carriage vehicles variation application form (word)
- Pedicab transfer application form (PDF)
- vehicle inspection report or meter test report (passed)
- current insurance certificate
New operator - private hire or hackney carriage
For a valid application we need all of the following forms and documentation. Incomplete applications will be returned.
- operator new or renewal application form (PDF)
- planning permission decision notice or confirmation from Planning that permission is not required
- public liability insurance if public have access to operator office
Renewal operator - private hire
Horse and cart - new or renewal
- horse and cart new or renewal application form (PDF)
- inspection report form
- registration document
- insurance certificate
- vet report forms for each horse

Transfer application - change of owner, cart, horse, or additional horse
Please complete the transfer application form for any of the following changes:
- change of cart
- addition or removal of horses
- cart involved in an accident and a temporary cart is provided by your insurance company – payment will be required twice, once for the transfer to a temporary cart and once for the transfer back to the original cart
